The bill (Reg. No.2450) regulates the procedure of realization of the citizens´ constitutional right for peaceful meetings, determines the procedure of preparation and holding of the peaceful meetings envisaged by Part 1 of Clause 39 of the Constitution of Ukraine (meetings, marches, demonstrations).
A working group involving representatives of the Secretariate of the Cabinet of Ministers, the Ministry of Justice and the Ministry of Internal Affairs was set up to adjust the bill for the second reading. The members of the group took into account the majority of motions expressed by the subjects of legislative initiative and public organizations, as well as the international standards concerning freedom of peaceful assembly.
The bill specifies the range of persons authorized to organize a peaceful assembly. Thus, a citizen and/or association of citizens, establishments, enterprises, organizations are authorized to become organizers of a peaceful assembly.
Clause 7 amends provisions of the bill related to the notification about the peaceful assembly organization. Clause 9 is supplemented with a new part specifying the places where organization of peaceful assembly is prohibited.
The bill includes the provisions concerning restriction of the freedom of peaceful assembly. Pursuant to the bill, it can be restricted only by the court in accordance with the law, and solely in the interests of national security and public order to prevent riots or crimes, or for the sake of public health or protection of rights and liberties of other people.
